Preamble: This regulation governs thoughts that nearly formed, then took a respectful step backward.
Article 1: Definition — “Unfinished Idea” refers to any concept that arrives with confidence and departs with only a title.
Article 2: Custody — The first person to say “I had a thought…” becomes Temporary Guardian for seven (7) minutes.
Article 3: Extension — Guardianship may be renewed once by staring at a ceiling and declaring, “Continue.”
Article 4: Prohibited Handling — Folding an Unfinished Idea into a joke is permitted; stapling it into a plan is not.
Article 5: Public Transit Clause — Unfinished Ideas found on buses must be offered a window seat and no direct questions.
Article 6: Workplace Compliance — Meetings must end with an empty agenda item labeled “Later (Legally Binding).”
Article 7: Filing Requirements — Citizens shall submit any recurring Unfinished Idea in Form LT-3 (Triplicate, Nonlinear).
Article 8: Penalties — Failure to file results in Mandatory Reminiscing, not to exceed one (1) wistful afternoon.
Section: Appeals — If the Idea returns with witnesses, it is presumed intentional and must be taken seriously for two (2) sentences.
